Funding Available for Officer Pay

Legislature Funding for TDCJ’s 20% Pay Raise
is Possible

Austin -  The Texas Department of Criminal Justice Legislative Appropriations
Request (LAR) for a 20 percent increase in correctional officer pay is possible
according to AFSCME (American Federation of State County Municipal Employees),
the State Correctional Employee’s Organization.  

The House and Senate Appropriations / Finance bills called for a 5% increase in the
House and a 10% increase in officer’s pay from the Senate’s bill.  Both the House and Senate approved the entire pay package on the conditions of funds being available by placing the remaining 15 % (House) and 10 % (Senate) in what is called Article 11 funding (Wish List).

According to Austin insiders there should be $850 million left over in the House state budget for Article 11 projects.  House Bill 1 (HB 1) Article 11 contains over $3.5 billion in projects.  Some of the projects are pork projects such as electric cars for the State Comptroller’s Office.

In HB 1, $350 million is needed to fund the remaining 15% of the LAR pay increase
under Article 11 of the bill.  The AFSCME Organization is asking all available TDCJ
Correctional Officers to meet in Austin on May 14, 2009 at 9 AM.  State Correctional
Officers will meet at 9 AM at the AFL-CIO Building located at 1106 Lavaca St .

Some time in the next few weeks the House and Senate Conference Committee will meet to decide the final state budget.  This Committee will have the authority to issue any new pay increases under the existing budgets for the next two years.
